Betty Gaming Receives $120K Fine From AGCO for Allowing Underage Users

The Alcohol and Gaming Commission of Ontario (AGCO) has fined Betting Gaming Ltd. after age verification failures allowed underage users to open gambling accounts on its platform.

AGCO Fines Betty $120k

Age verification failures at Betty.ca allowed underage users to open gambling accounts, deposit funds, and place bets.

23 accounts in total were opened with nine underage users depositing and gambling on the platform. 14 other users opened accounts but no wagering occurred.

Betty identified the vulnerability and has implemented further safeguards, but the damage has been done with the AGCO handing out a $120,000 fine to the operator.

The AGCO published this latest fine on its website and Dr. Karin Schnarr, Chief Executive Officer and Registrar said, "The legal age requirement is one of the most basic and important safeguards in Ontario's regulated gaming market."

She also went on to say, "Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario's regulated market."

This is not the first fine to be handed out, and other AGCO fines in 2026 have included $40,000 for Relax Gaming Limited in May, $40,000 for Arrise Solutions Limited in May, and a $350,000 fine for FanDuel Canada in January 2026.

Betty Identified a Vulnerability in November 2025

Betty identified a vulnerability in the Betty.ca age restriction and player eligibility controls in November 2025 and the AGCO was notified.

The vulnerability led to 23 underage individuals creating accounts. Nine of those individuals were allowed to create accounts, deposit funds, and place wagers on the site. The other 14 individuals were able to create accounts but did not deposit funds or place any wagers.

Ontario's iGaming rules state that individuals must be 19 or older to gambling online, except for lottery tickets, which may be purchased online by individuals who are at least 18.

The rules also state that relevant player information shall be collected and saved upon registration and shall be demonstrated to be complete, accurate, and validated before a player account is created for the player.

Operators who are served with a notice from the AGCO that they are being fined have the ability to appeal it with the Independent License Appeal Tribunal (LAT) which is an adjudicative body, part of the Tribunals Ontario. It is independent of the AGCO and appeals must be filed within 15 days.

Underage Accounts at Betty.ca

A spokesperson for Betty said that the vulnerability in the age-verification process was discovered in November 2025 and the vulnerability had allowed some individuals under the age of 19 to create an account.

It was reported to the AGCO on discovery and the accounts were closed immediately. Additional safeguards have since been implemented to strengthen the player eligibility controls and prevent such incidents from occurring again.

The spokesperson also said, "Betty Gaming Canada accepts the AGCO's findings and the penalty issued. Our team remains committed to working with the AGCO to ensure Ontario's regulated gaming market stays safe, and we will continue to invest in the systems and oversight needed to meet that responsibility.

Betty's Performance in Ontario

Betty launched in Ontario February 2023 and has seen increased growth in revenue and active players over its years in operation.

Q2 2026 financials released by Betty show a 113% increase in revenue. It also revealed an increased number of active players on the platform which rose from 81,000 in June 2025 to 167,000 in June 2026.

Betty Entered Alberta's Regulated iGaming Market in July

The regulated Alberta iGaming market went live on 13 July 2026 and Betty was among the initial 22 operators that launched that day.

Alberta is the second regulated market in Canada and Betty launched alongside other recognizable brands such as BetMGM, FanDuel, BetRivers, and Caesars.

Initial statistics from GeoComply revealed a strong start for the Alberta market with 3.2 million geolocation checks and over 100,000 registered player at new Alberta gambling sites.
